Can the Moon ever appear slightly east of north,* that low in the sky, at Portland’s latitude, with the lunar north pole tilted so it appears at about “nine o’clock” on the lunar disk?
*I’ve never been to Portland, but Google Street View tells me the photograph of the Portland Center for the Performing Arts was taken looking in this direction along Southwest Broadway.
With the name of the convention being what it is, I’m just surprised it’s the PCPA and not our most famous Chinese restaurant.
